Business Development Leader - 3621

MSI is seeking a mid- to senior-level BD/Capture Leader to support one of our government clients with capture management and development. Ideal candidate should have experience with Shipley or Lohfeld.

Position Overview: 

Develop and maintain pipeline of federal sector business opportunities, lead capture and manage bid and proposal activities, and foster the necessary government and industry relationships to ensure success.


  • Work directly for the Vice President of Strategy and Development, focused primarily on the provision of professional, technical, and management services to federal government organizations.
  • Develop and maintain tools and processes required to manage a full-lifecycle pipeline of opportunities (from exploration through capture).
  • Foster relationships with government and industry leaders and organizations to develop, market, and capture innovative service offerings.
  • Manage existing BD accounts with federal sector clients including, but not limited to the Federal Aviation Administration (FAA) and Department of Defense (DoD).
  • Develop and manage new accounts with additional federal sector clients.
  • Lead opportunity capture activities – exploring opportunities, qualifying them for corporate investment, and managing the necessary bid and proposal process(s).
  • Work closely with colleagues to effectively market the Veracity brand.


  • Bachelor’s or Master’s Degree in relevant field.
  • 5-10 years of business development/account management experience in the federal government services sector.
  • Working knowledge of business development processes including, but not limited to exploration, shaping, pursuit, qualification, capture, proposal management, and proposal development.
  • Familiarity with Shipley, Lohfeld, or similar capture and proposal processes.
  • Ability to develop and manage Bid and Proposal budgets.
  • Ability to translate complex technical information into easily consumed products.
  • Strong professional, interpersonal, organization, and collaboration skills needed to lead capture teams which may include senior executive participants.
  • Strong written and oral communication.
