Network Engineer - 3454

MSI is seeking a Network Engineer to support our government client in Herndon, Va. The ideal candidate must have an active Top Secret/SCI with Full Scope Poly.

Job Overview:

Engineer III is responsible for providing engineering support for multiple programs and provides a direct interface to multiple customers. Will serve as technical resource for multiple Federal customers and associated Program teams. Responsible to analyze and resolve complex technical issues on services provided to customers and coordinate with customers and corporate entities to achieve resolution.

 Duties and Responsibilities:

  • Supports program manager in delivering service and reporting service metrics.
  • Performance metrics analysis collected for Program Management Review (PMR) briefing for trends requiring engineering attention and make recommendations.
  • Interpret and report on network anomalies to team, management and customer.
  • Obtain after action reports and submit to management and customer.
  • Work closely with the Government and pre-sales engineers on requirements, design, and proposal development.
  • Quality Assurance, which includes review of engineering documentation and analyzing change management for network impacts.
  • Evaluate network performance, and recommend network improvements and design changes.
  • Access and understand data within TIRKS, LIMS, NBIE, Network GUIs, etc.
    • Repair, Change Management, Disaster recovery
  • Troubleshoot escalated complex network problems to ensure minimal disruption of critical services.
  • Participate in development and implementation of disaster recovery procedures including international alt-routes.
  • Provide proactive network monitoring of potential jeopardy situations to the network or circuits.
  • Manage delivery schedule, testing and turn up of move/add/change/delete service requests.
  • Assist Federal International Team with a focus on worldwide transmission networks and customer services, implementation, restoration, add/ change/disconnect.
  • Manage network trouble tickets, perform ticket audits, ensures technical thoroughness and efficiency.
  • Oversee network monitoring and troubleshooting/ restoration activities on worldwide networks.
  • Management of migrations required by Corporate or Customer.
  • Coordination with third party carriers, vendors and hosting facilities.


  • Professional interaction skills with customers and management and the ability to relate technical issues to management and Government personnel.
  • Ability to multi-task under limited supervision.
  • Familiar with Operations Maintenance & Provisioning is highly desired.
  • Working knowledge of network systems and databases.
  • Experience coordinating network installation activity, test and acceptance using corporate best practices.
  • Working knowledge of fiber transmission standards, SDH, SONET, ATM, switch, routers, GPS, power, network management, O&M procedures, configuration management, and project management processes and procedures.
  • Possess understanding of Layer 1 and Layer 2 network topology to include fiber, power, ISP, OSP, equipment, signal flow, etc.

Education and Experience:

  • BS in Engineering or equivalent work experience (8 years’ experience in construction engineering, network operations or similar discipline).
  • 5 years’ applicable network operations and engineering experience.
  • 4 years’ applicable engineering design experience preferred.
  • 3-5 years’ professional experience working in the operations and maintenance of multi-vendor, multi-protocol networks.
  • Experience in enterprise NOC operations supporting Federal customers is highly desirable.

 Security Requirements:

  • Active TS/SCI with Poly.
  • Must maintain eligibility requirements for access to classified information (applicants selected will be subject to a government security re-investigation).
